1979, 1989 or 2009 Code for the Construction and Equipment of Mobile Offshore Drilling Units (MODU Code)

shall be provided with EEBDs as if they were SOLAS certified. SOLAS Chapter II-2, Regulation 13.3.4

specifies the following minimum carriage requirement for EEBDs in accommodation spaces:

- Cargo ships: 2 EEBDs;

- Passenger ships carrying not more than 36 passengers: 2 EEBDs in each main vertical zone;

- Passenger ships carrying more than 36 passengers: 4 EEBDs in each main vertical zone

- The number of EEBDs to be provided in the machinery spaces is available in IMO MSC/Circ.1081

All ships shall carry spare EEBDs that shall be located in a control station. The minimum number of spare

EEBDs shall be as follows:

- Cargo ships and offshore units: 1 EEBD

- Passenger ships: 2 EEBDs

In order to satisfy the SOLAS requirements for on-board training in the use of EEBDs, the vessel shall have

either:

- at least 1 separate EEBD clearly marked as designated for training; or

the on-board facilities to re-instate the EEBD that was used during the training exercise to - a fully operational

condition (such as means of recharging the cylinder to full operating pressure).

With respect to Bahamian ships carrying dangerous chemicals in bulk or liquefied gases in bulk, the

Administration will permit the carriage of the emergency equipment specified in IBC Code 14.3.1, BCH Code

3.16.10, or IGC Code 14.4.2, in lieu of EEBDs. [More…

C. REGULATORY OUTLOOK

NOx Technical Code 2008 Amendments MEPC.251 (66)

- Date of entry into Force: 01/09/2015

- Applicable: All ships≥400 gt

Amendments have been made to table 4, Ch.1, Ch.5, Ch.6 and Appendix VI. Dual fuel engines have been

included in the Code, installed on or after 1 July 2010 with Output > 130kW and where the engine undergoes

a major conversion as defined by MARPOL Annex VI, regulation 13, chapter 2.1 after 1 January 2000.

Outside emission control areas designated for NOx control, “Tier II” controls, required for marine diesel

engines installed on ships constructed on or after 1 January 2011, apply.

- Applicable to: All ships

Annex IV has been amended introducing the Special Area of the Baltic Sea regulating the discharge of

sewage. Discharge is prohibited in this area except for ships that have an operative approved sewage

treatment plant, type approved to the new standard, Res. MEPC. 227 (64). For passenger vessels, this

regulation applies if building contract is on or after 01 January 2016, or in the absence of building contract, if

keel-laid is on or after 01 January 2016. This regulation applies also for passenger vessels if delivery date is

on or after 1 January 2018.

SOLAS Ch. V Reg. 19 – BNWAS MSC.350 (92)

- Applicable: Cargo ships ≥ 3,000gt & Passenger ships

Cargo ships ≥ 3,000 gt and passenger ships, irrespective of size, must, not later than the first survey after 1st

January 2016, be fitted with BNWAS, as specified in SOLAS Chapter V, regulation 19, paragraph 2.2.3.

Amended to clarify that BNWAS is applicable to all ships, also existing ships built before 1 July 2002.
